This moratorium was established by the<strong>Decree Law 3\/2022<\/strong>, which suspended the granting of new licenses for a period of four years, in order to give time for territorial planning and establishing the tourist carrying capacity of the islands. The result has been a long period of lockdown and strong pent-up demand in the sector.<\/p>\n<p>As pointed out in the<strong>Agreement of the Governing Board<\/strong><strong>of the CBAT of August 20, 2025<\/strong>, these squares are part of the temporary pool created by the<strong>Decree Law 4\/2025<\/strong>, which includes excess exchanges, voluntary or ex officio withdrawals, as well as places derived from changes of use.<\/p>\n<p>As official sources have confirmed to us, the<strong>Places will be assigned based on the order of submission of applications.<\/strong>, it is especially important to present with the application all the documentation required for it to be considered validly formulated.<\/p>\n<p>Initially, the deadline for submitting applications was scheduled from<strong>September 1<\/strong>; however, due to<strong>technical problems with identification via CL@VE<\/strong>, it has been confirmed that applications will be able to register<strong>starting September 2, 2025<\/strong>.
