\”Integrated management? of the coastline and adaptation measures to climate change and their impact on economic activities: some reflections regarding the Draft Law for the Comprehensive Management of the Coastline of the Balearic Islands\”.
Several coastal autonomous communities are promoting legislative initiatives to improve the planning and management of their coastline, a particularly complex space due to the dispersion of powers and the intense confluence of social, economic and environmental interests. In the Balearic Islands, quality in coastal management is a key factor, which gives special relevance to the Draft Law that is the subject of this article.
In his analysis, Alejandro Araújo examines the bases of the integrated management model that the Autonomous Community of the Balearic Islands intends to implement on its coastline. The aspirations of this approach, designed to overcome the obstacles derived from the fragmentation of powers and the sectorization of public policies on the coast, are studied. Likewise, the main limitations of the model are evaluated, highlighting in particular the difficulty of effectively integrating the State, owner of the maritime-terrestrial public domain and a fundamental actor in the definition of adaptation strategies to climate change.
We trust that this analysis provides elements for reflection on coastal management, a highly complex issue, but essential for the future of our islands.
