However, theBalearic Parliament has not validated the norm, which means its loss of validity and the disappearance of the figure of theProjects of Special Strategic Interest (PEIE)that regulated
A negative impact on confidence and investment
This is a notable setbackcompromises the viability of many investment initiatives, both public and private, who had seen in this decree a clear and safe way to overcome the difficulties of urban planning and administrative processing.
Furthermore, the immediate repeal of the rule sends a worrying message tonational and international investors, which requirelegal security and regulatory stabilityto commit their resources to high-impact projects.
The need for a stable regulatory framework for adaptation actions to climate change
Among the areas that could have benefited the most from this regulation are:climate change adaptation projects on the coast, public initiatives that require speed, inter-administrative coordination and legal certainty.
The non-validation of DL 6/2025 highlights the urgent need for astable, broad and favorable frameworkto promote this type of strategic actions, which cannot be blocked by procedural complexity, jurisdiction or regulatory insecurity.
